The framework is not one ladder. A learner heading for a job and a learner heading for a course need different English, even at the same level. So the stream follows the destination, and the certificate level follows the learner.

Your RTO still validates its assessment tools and judgements, which sits at Standard 1.5 of the Outcome Standards in the Standards for RTOs 2025, and decides how the materials are used. No resource can promise an outcome at audit.
